How People React To Crisis

At the Permuted Press panel at zomBcon, Iain McKinnon–I am pretty sure it was Iain–made an interesting observation. He said during an extreme crisis 10 percent of people will do the right thing to help others, 10 percent will do the absolute worst thing, and the rest will look for somebody to tell them what to do. What do you think?
