Are You A Victim Or A Survivor?

A zombie attacks somebody in a large public space. Most people just stand and watch dumbly, waiting for somebody else to act or tell them what to do, until the victim gets up and attacks another person, starting a stampede by most of the bystanders for the exits (some through a series of glass windows). The question is, Why?
